This movement is illegal, but more importantly, this situation is quite dangerous especially for someone on a bike. If both the other drivers were to stop for the persons walking, the pedestrian might proceed to cross not expecting another driver to appear from behind the first driver! Sharing the road is safest when our movements are predictable and can be expected by other users.
