They should never cut in front of someone walking even when they think they have enough time. The pedestrian has the right of way. Drivers should never stop in crosswalks. Stop bars are placed so drivers stop for people walking, even when there is no crosswalk. This is so drivers look for people walking before crossing over into where a person would walk.
