ANSWER: Yes, the Idaho Stop Law allows cyclists to continue through a red light providing they have fully stopped, and IF their way is clear of other users they may proceed through the red light.

The Idaho Stop law does NOT allow cyclists to “run” red lights but allows them to proceed through red lights once they have fully stopped, scanned for all other users, both drivers and pedestrians, and the way is clear of other users. This means that by continuing the cyclist will not impede anyone with the right of way. Some cyclist forget this includes people walking across a street.
