There is enough room for the cyclist to ride next to the drivers and no drivers have their right turn signal on so the cyclist assumes they are going straight through the intersection. Therefore the cyclist can pull all the way forward. This ensures they are visible to drivers. Cyclists should never block crosswalks but pulling barely into this one in order to be seen by the driver is reasonable given that no pedestrians are visible.
