The Question:

The above picture shows a bicyclist approaching an intersection controlled by a solid red light. If he slows down and yields to all cross traffic, is it legal for him to continue through the intersection on the solid red light?

The Answer: No

At all intersections with traffic lights (controlled intersections), a bicyclist must first come to a complete stop, yield to all cross traffic – including pedestrians, bicyclists and drivers – before proceeding cautiously through an intersection on a solid red light.

This answer is based on Idaho state code 49-720 (2)
